Regional Governor's Functions

  • To act as political head of the Region;
  • to periodically submit progress reports to the President through the Minister in the Presidency;
  • to be the link between the Central Government and Regional Council, Local Authority and Traditional Leaders in the region;
  • to act as the representative of the Central Government in the region;
  • to oversee the exercise of any executive function of Government in the Region, in consultation with the Minister of any Office /Ministry/Agency;
  • to deliver a State of the Region Address once every year in accordance with article 110B (5) and (6) of the Namibian Constitution;
  • to investigate and report on any matter relating to the region concerned if he or she has been requested to investigate such matter by the President or the Minister in the Presidency and of Urban and Rural Development;
  • to keep abreast of developments relating to the region and to bring any matter to the attention of the President or the relevant minister if deemed advisable;
  • to settle or mediate any dispute or other matter that might arise in the region;
  • to coordinate with the Chairperson of the Regional Council and Members of the Management Committee and other Councilors on such matters relevant to the functions of the Regional Council;
  • to coordinate the functions and activities relevant to Local and Traditional Authorities in the region; and
  • to perform any other duties that may be assigned by the President, Minister of Urban and Rural Development, and as may be consulted with the President, by any Member of the cabinet, Director-General or the Attorney-General.

Committees and their Functions:

The Regional Governor serves as a Chairperson of the Regional Gender Permanent Task Force Committee and the Zambezi Regional Tourism Forum

Regional Gender Permanent Task Force Committee Functions:

  • Collaborate with the MGECW and network with regional stakeholders to ensure the implementation of the National Gender Policy.
  • Ensure integration and mainstreaming of gender perspective in the region’s policies, programs, budget and work plans.
  • Provide support in monitoring the impact of all policies and programs implemented in the region on women's empowerment and gender equality.
  • Engage government, the business community and development partners to mobilize financial, human and other resources to support the implementation of gender activities in the region.
  • Support and facilitate the creation of structures and systems to ensure integration of gender and effective participation of women and men, girls and boys in the development activities.
  • Provide relevant gender technical advice and support to members of the region.
  • Identify and propose areas for gender research and generation of gender statistics in the region.

Zambezi Regional Tourism Forum Functions:

  • To act as a medium/body through which the community can share information regarding tourism development and growth.
  • To identify and discuss challenges hindering tourism development and growth in the region.
  • To advise the government on possible solutions to address these challenges in order to develop and grow tourism in the region.
  • To identify opportunity gaps for business ventures and enhance entrepreneurial development in the regions.
